Seasonal Activities by Sector

The Romanian Government has established the list of sectors featuring activities linked to the succession of seasons. This measure aims to enforce the legislation on the employment of foreign nationals as seasonal workers.

The agricultural sector primarily includes the cultivation of cereals, leguminous crops, and oilseeds; the cultivation of vegetables, watermelons, melons, roots, and tubers; viticulture; the cultivation of fruits and berries; mixed farming; support activities for crop and animal production; post-harvest activities; and seed processing.

The tourism sector, encompassing accommodation, food service, catering, and leisure services, mainly includes accommodation services in hotels and similar facilities; holiday and other short-stay accommodation; campsites, caravan parks and camps; restaurants and mobile food service providers; catering services; bars and other beverage serving activities; the rental of recreational and sports equipment; and amusement and theme park activities.

By establishing this list, the transposition of Article 2(2) of Directive 2014/36/EU on the conditions of entry and stay of third-country nationals for the purpose of employment as seasonal workers is ensured. The list aligns with the updated Classification of Activities in the National Economy (CAEN), as provided for by OUG no. 194/2002.
