The workinromania portal to be functional again

Romania’s labour market is set to get back on track as the workinromania portal becomes operational again by mid-November. Additionally, the list of occupations facing labour shortages is expanding to include nearly 400 professions, according to the Employers’ Association of Foreign Labour Importers (PIFM).
PIFM has officially announced the upcoming reactivation of the workinromania.gov.ro portal, a vital step toward unblocking Romania’s labour market. Following discussions with representatives from the Ministry of Labour and Social Solidarity, a technical and legislative solution was agreed upon and is now being implemented. The portal is expected to be fully operational no later than mid-November, the Association announced.
According to the source, the weeks during which the portal remained offline caused significant bottlenecks for hundreds of employers across all economic sectors, ranging from construction and the hospitality industry (HORECA) to manufacturing and services. The impossibility to complete administrative procedures led to the suspension of recruitment processes, financial losses for companies reliant on this workforce, and an increased risk that foreign workers, already in the process of integration, might exceed legal deadlines through no fault of their own.
The solution proposed by the Ministry of Labour involves issuing two ministerial orders: the first will amend the methodology for determining the list of occupations facing labour shortages, while the second will introduce the new, expanded list, PIFM underlines. Consequently, the number of occupations identified as experiencing labour shortages will increase from 289 to nearly 400. This measure represents an essential step forward, as well as confirmation of the need for predictability in the sector, said the president of the Employers’ Association, Romulus Badea.
Among the key improvements achieved through consultations is the reduction of the timeframe for adding new professions to the list, upon request, to 10 days.
PIFM underlines its commitment to a fair, equitable, and functional legislative framework that protects both bona fide employers and workers. In this regard, the current emergency ordinance (OUG 32) includes critical issues that require urgent revision by Parliament. These include eliminating the liability of employers or agencies for the actions of third parties, a provision considered legally disproportionate, as well as adjusting transitional provisions and including professions from Major Group 2, which were omitted from the current expansion.
The disproportionate liability for the actions of third parties must be urgently revised, and the transitional provisions of OUG 32 must be adjusted to ensure sound legal principles and seamless practical application,” added Badea.
The Employers’ Association of Foreign Labour Importers represents the interests of agencies and employers in Romania involved in the legal, ethical, and sustainable recruitment and integration of foreign labour, thereby supporting the country’s economic development and the optimization of the relevant legislative framework.
