Government Emergency Ordinance No. 32/2026, fully in force

The Employers’ Confederation of Labour Importers (PIFM) reminds employers and the public at large that all provisions of Government Emergency Ordinance no. 32/2026, the normative act regulating the access of foreign nationals to the Romanian labour market, came into full effect on August 7, 2026.
Consequently, following August 7, simplified procedures for hiring, switching employers, or other processes involving foreign labour can no longer be carried out, without complying with the new requirements of the ordinance. Moving forward, recruitment processes must be planned differently.
Starting August 8, the traditional work and posting notices issued by the General Inspectorate for Immigration have been officially phased out, being replaced by a single electronic application. All procedures must now be carried out exclusively through the WorkinRomania.gov.ro platform. Only licensed placement agencies and registered/authorized employers in the new system will be permitted to operate. Recruitment, authorization and monitoring are now governed by a unified system, introducing clear conditions, mandatory financial guarantees, and additional obligations for all those involved.
The employers’ association strongly advises its members to re-evaluate and recalculate their recruitment timelines, costs and operational stages, to align with the new legal framework and platform.
